Product legislation regarding hazardous materials is mostly related to the material of which the product has been made of. This legislation is only relevant for writing materials, not to paper. For example, restrictions on the use of PCB’s and PCT’s in plastic parts, and use of asbestos is completely prohibited. Stationery items intended for use by children aged 14 or less may fall into the scope of the Toy Directive 88/378/EEC, depending on their appearance, usage, functionality…etc. These products need to conform to general safety regulations as laid down in the EU Directive on the safety of toys. Conformity needs to be certified by the affixed CE mark.
